Babin hasn't "tried" to do anything except his job as the trustee for Phoenix. Phoenix (PBLS) filed for Chapter 11 in Juneish 2009 then changed it to chapter 7 later, Bill Babin was assigned as the trustee by the courts with a task to find assets and liquidate anything he could find in a effort to pay creditors. I have over 100 (maybe 200) documents following this entire process.
