Well they could very well be buying in the open market slowly accumalating. But the way I see it if a comapny comes in starts buying up all the float driving volume up before you know it everyone see's this and then the companies stuck paying well over .40 a share. basic supply and demand this could actually become more costly than just offering a fixed price....
