Because it happens all the time. Many people don't know this but big companies contract out most of their work. They are the Prime contractor and sub a lot of the work. Raytheon does it, EXXON does it, BP does it ALL THE TIME. lol

Plus big companies get tax breaks to hire small companies is some cases, and if it is a GOV contract they MUST contract out a certain percentage to small "pinky under 100 employee companies" FYI.
