After reading the PR I felt it was very vanilla. I recently emailed HSCC for more info describing what I call the HOMEBOY BRACELET here’s HSCC’s response.

I have attached the picture below for you to see.
Here is some info on it also.
Keeps Offenders Accountable

What does it do?
The Homeboy Bracelet house arrest system enables law enforcement agencies to verify an offender's presence in a building (house, residence, work release facility, etc.).

How does it work?
Homeboy Bracelets house arrest system consists of two components: a House Arrest Unit (HAU) and an RF transmitter bracelet. The RF transmitter, worn on the offender's ankle, continuously sends out a radio signal. The HAU monitors the participant's presence in the house/residence by continuously "listening" for the RF signal. If the participant, wearing the transmitter, walks out of RF range (approximately 150 feet), the HAU notices.

The HAU is set to monitor the participant according to an agency-defined schedule. For example, an officer sets the participant's house arrest schedule so that he/she is required to be home between 6:00PM and 7:00AM. The HAU continuously crosschecks this schedule with the participant's proximity. If the participant violates the schedule (isn't back in the house by 6:00PM, for example), the HAU records a violation and will notify the corresponding officer.

If the offender takes off the transmitter or tampers with it, the transmitter sends out a unique signal alerting the home unit of the violation. The HAU then communicates with the monitoring center, which, in turn, alerts the appropriate authorities.

The agency uses a single application for case management. Our website can be accessed from virtually any PC connected to the Internet. No additional software is needed. While logged on to our website, an officer can access and change participant information and can create edit, and delete schedules/curfews.

How can this help you?

Saves time by providing offender presence verification
Decreases response time when offenders are in violation
Increases accountability and compliance
Manage caseloads in less time
Focuses your supervision on those who really need supervision

What makes ours the best on the market?

Easiest to use
Durable, dual tamper RF transmitter
One-year battery life
Proven reliability in the field

Cost to lease the system is around $15.00 per day.

HSCC Current Share Structure:

180,231,637 Total shares issued outstanding

-139,843,231 Shares restricted (owned by principals in the company)

40,388,406 Shares in FLOAT (These few shares are what is traded)

*These figures were reconfirmed by the transfer agent 5-18-07.

40 million shares for the whole world to trade is a tiny Float. These numbers have remained constant for the last 12 months that I have been tracking them. There is NO DILUTION in this stock. For those of you that don’t know what dilution is; Dilution is a way small companies raise money to pay bills, salaries, etc. Think of it as printing money. New shares are printed and released into the Float decreasing shareholder value.
HSCC has proven revenues and contracts with solid companies and Government Agencies from County up to the Federal level. They have no need to dilute. The insiders know where this company is headed and how much those shares are really worth. (A heck of a lot more than a penny a share.)

Two key factors in the making of a Huge Stock run:

1) NO DILUTION
2) LOW FLOAT

The Chart and Key factors that will influence investors bullish on HSCC:

HSCC only went public October 2005. It is still undiscovered. How did I find it? When did I find it? I use a stock screener that I have refined over the years to look for companies that are oversold, undervalued and ready to rebound hard. I run the screener and narrow my picks down. I may look at several hundred companies to find one that meets the criteria I’m looking for. I found HSCC back in April 06. They say a picture is worth a 1000 words. Look at the following chart. This is what I call the “Virgin Blue Sky Chart”

http://stockcharts(dot)com/h-sc/ui?s=HSCC&p=D&yr=1&mn=5&dy=0&id=p21480583224

A stock that has:

· Never been played.
· Never had a run.
· Relatively unknown. (A wise old man once said “Son it just don’t get any better than that”)

Now the same chart but move the accumulation line behind the price. MASSIVE ACCUMULATION since the Dec low (Tax loss selling season). The float is being bought up.
http://stockcharts(dot)com/h-sc/ui?s=HSCC&p=D&yr=1&mn=5&dy=0&id=p80457718603

Go to a short-term chart and see what has been happening and about to happen.

http://stockcharts(dot)com/h-sc/ui?s=HSCC&p=D&yr=0&mn=3&dy=13&id=p08932749578

· Money Flow going into the stock.
· Accumulation/dist line going up hard.
· On Balance Volume increasing.
· 46 of the last 53 days have been buying days.

A few questions to ponder.
· Do you feel safer with all that has happened in IRAQ?
· Do you think we will never have another terrorist attack on U.S. soil?
· Do you think we have become complacent since 911?
· What do you think another 911 would do to the stock market valuations?
· What type of stocks if any would go up after another terrorist attack?
· Can you think of a better name for a stock in post 911 scenarios than Homeland Security Corp.?

HSCC is a small conservative company in a niche market that is not going away and has HUGE growth potential going forward. IMO HSCC is a great buy at the current level just based on the share structure, contracts, and history of solid customer satisfaction.
