Once again this is false info. It would be impossible to not reconcile the shares to issue a divvy. That is a bogus reason.

What you are saying then is that they STILL have zero idea how many shares they have issued. A divvy is awarded on how many shares have been ISSUED. So even if there was a naked short position(which we know there isn't thanks to mathematics) it wouldn't matter to the issuer one bit for issuing a divvy.
