There should be no way people found guilty of this sort of thing should ever be allowed to participate in a public company again.

Nowadays at least, the SEC usually insists on a a penny stock ban for officers and directors who're caught misbehaving.

That's all very well, but it's difficult to enforce and very easy to evade.
