Can't blame you for trying to put a negative spin on it! Let's face it, LLEG has the people and know-how to make this happen. Couple that with a push for renewable, alternative sources of energy,a town which is in dire need of tax revenue, and a great opportunity with the existing boiler and folks, we have ourselves a winner.
