I've done that with pieces of property before I even purchased them. Assessment is just assessing it, no more, no less. Engineering entails anything from plans, electrical, septic or water retention or run off, etc, etc. And it is a licensed engineer in the particular field that must put a stamp on it and be okayed by certain entities before anything can begin. I believe that the market can be identified very easily and already has. Contracted does not say what is contracted, could be just the engineers or statement of who might be doing the work and required by codes to state.

I had to state to the county just recently the name of the day labor who was just going to have a shovel in his hand digging a ditch and the counties question was "who do you have contracted". Awaiting fulfillment can be just waiting on all the procedures and/or criteria for the state, county, city to be fulfilled before any work can be started. Again, lets not jump to conclusions just yet, this sort of thing can take months.
