I respectfully disagree. Of your choices, #1 is the best. An unknown (but qualified) is a fresh start with a clean slate.

How about:

5. Say nothing about it at all while looking for a new CEO. When he has one who is qualified and has accepted the job... then issue the PR saying that he is stepping down and being replaced by the new CEO.

6. Announce originally that he is stepping down and Harrs will take his position on an interim basis while he focuses on the search. i.e. Skip the promised new CEO start date. Or even call May 1st a "target date".
