The number of market makers at a specific price point is irrelevant when determining "support/resistance" for OTCBB/Pink Sheets stocks. Market makers could have as few as 5000 shares, or billions of shares, at a specific price point.

It's impossible to tell without having access to actual order flow (Level 3).
