Doubtful the float is locked here. If it were, buying shares would become increasingly more difficult, which it hasn't. The MM's are either shorting this to hell, OR, some people are simple selling. Either way, there seems to be a supply at these levels. If longs do acquire the float, this will shoot up in pps regardless of fundamentals though, that would be nice =D
