Tier wise you seem to be correct, but I think people are abit confused.

Here is how i understand it, they are becoming a reporting company and will adhere to the OTCBB rules, but quotation system wise they moved up from pink sheets to OTCBB and now OTCQB which is likely a better venue to get your shares quoted.

hence everything look BETTER imo. (disregard the fact some brokers were caught off guard in regards to the change)
