No, it actually means that the 103W TDP is the max for any processor, regardless of frequency. It's now part of the sort process to bin chips based on leakage as well as max frequency. Faster, low leakage chips end up as 3.6GHz parts, while slow *or* high leakage parts end up as 2.8-3.4GHz parts. You may get a 3.0GHz Xeon with a TDP of 80W while the one right next to it dissipates 103W. It's much easier for Intel, however, to list the max dissipation in the spec. Any processor dissipating more than 103W is either ratcheted down in frequency to where it is <103W, or scrapped.
