Technically speaking, yes.

The way to look at it is this:

When you buy a stock online or through a broker, you enter into a CONTRACT to buy that stock at the price that you have put the order in for.

HOWEVER....it takes 3 days for you to OFFICIALLY get the stock.

It's kind of like what happens when you put a contract on a house. Even though you buy the house with the contract, and the contract is accepted - you ARE buying this house - the house is not officially yours until the closing happens, and all moneys have exchanged hands.
