I built a power plant over there in the 90's when I was with Enron. Those folks cut costs to the bone by basic allty eliminating safety and cutting design infrastructure in half. Kinda like however much rebar you put into your slab, the Chinese cut it by half and wonder why it broke into pieces a year later
