When Stocks go from .pk to .ob their pps usually does go up.

I don't want to get into this real deep right now because I don't think the nasdaq knows for sure what they are doing right now. That's why we haven't seen any PR's about it.

With the present OTC system some transactions take place "on the counter". That's why we can be trading at .14/.145 and all of a sudden see a trade for 1 mil @.125.

It has recently been decided, as part of the reform, that all OTC derivatives relating to financials and oil will be made visable to the public.
Maybe the new Nasdaq OTC will only carry commodities and the OTCBB will be modified so you can see those "out of wack" orders being filled, I don't know and I don't think they know yet.

But when a pinkie gets upgraded to OTCBB, almost always the pps takes off. The cussip change also eliminates the shorts.
