"My understanding is that companies who are requesting keywords will sign a contract prior to their keyword activation, BEFORE they start testing or using. Then when June 1 comes, their service will be continued unless they choose to "opt out".

Where did you come by that 'understanding'?

As near as I can tell as soon as we enter the keywords with working phone numbers, on the data entry page, the service is 'active'. The testing that people have done with companies on my list confirms that a signed contract is unnecessary for the service to function.
