There are multiple errors in your post. I'll point them out so that others are aware of them;

1.) Bartoszek admitted at a recent EFSEC meeting that he does not yet have the construction financing in place. He claims that he is going to "shop for financing" after permit approval. Of course, permit approval is not a slam dunk by any means.

2.) The wood study done by LandVest has been criticized by an important environmental group. This group believes there are serious flaws with the study which may mean it is not accurate and as a result wood supply may still be a problem. My personal opinion is that the State will be obligated to complete an independent study (at Laidlaw's expense) to verify the truth. Wood is Northern New England’s #1 natural resource and the State of NH must independently verify that the plant will not jeopardize that resource. This goes right to the heart of the mandate of the EFSEC; affect of the plant upon regional development.

3.) Grid capacity has not been verified. Noble and Clean Power are ahead of Laidlaw on the ISO Queue (approximately 121 MW between the two projects) and we don't yet know if the interconnection study done by Laidlaw took these two projects into account. Furthermore, Laidlaw successfully petitioned the EFSEC to make their interconnection study a classified document so only the EFSEC knows the answer to this question.

4.) There are still a large number of Berlin residents who oppose the plant. A lot of people don't believe a 70 MW biomass plant belongs in the middle of a City.

5.) Good plan? Some would argue that is not true given the issues noted above.
