If the block list was just a specially named symbol list, say "Blocked," then we can manage the list with the current "Tools/Symbols Lists" dialog.

As for on-the-fly list management options, the most flexible way would be an additional "Symbol Lists" sub-menu added to the right-click menu with the following items in it:

 
     Add to Blocked list 
     Remove from Blocked list 
     Remove from selected lists 
     Add to all lists 
     Remove from all lists

Not sure how elegant the last three items are. Maybe just Add/Remove items that show an additional sub-menu that allows you to select one, some or all lists would be a cleaner approach.
