Maybe, what's holding back Phase II are the block 2 drill results, since they were apparently not cut and dry and clear.

By logic, therefore, Blocks 3 and 4 were cut and dry and clear, because those blocks might not require extensions.

So maybe, they found gushers in blocks 3 and 4 and are now saying let's figure out this block 2, and we're off to the races?

Or not.
