In a nut shell. CPRK Doesn't have an approved tailings area, it has been documented. Tailings were dumped and may have contaminated soil, it has been documented. Knowing how strict government agencies are about disposal and reclamation, I don't believe CPRK will be aloud to process ore until they have an operating, approved tailings pond. I also believe CPRK will have to clean up the area were the soil may be contaminated. I'm not saying they can't accomplish compliance, but it aint gonna happen in just a couple of days.
