You could have 10000000 billion shares outstanding and trade none. There is very, very little relationship between how many shares are traded and the O/S. Interest in the stock is the only thing that really matters.
The only relationship between the O/S and the amount traded would be a soft limitation of how many shares traded. If there was only say 1 million share outstanding it would be very difficult for many millions to trade in a day due to the limitation on the amount of shares out.
