I agree with wanting the .05/.10 and that syndication ALONE won't do it. however, nowhere in any PR has it said that that's all he's doing. It is going to take time... maybe lot's of time. One cannot come to any conclusions at this point. Have a beer, look over some router access lists, make sure all your CAT5's are 568b and relax.
Where in Mi are you anyway? I'm originally from in between Flint/Lansing and also an IT admin.
