I don't think dilution is over. According to the PRE-14C filed 16 Dec 04, these guys hold the bulk of the stock.

These financers will want to dump their shares sometime unless they intend to completely take over Pacel. There may be brief periods where dumping lets up and the stock's price recovers a bit. Don't get over confident into thinking dilution is completely over. This stock has been a heavy diluter for a few years now. IMO it probably always will be one unless the feds shut it down.
