Just had an interesting conversation 9-Apr-10 04:43 pm (please read) with Jocelyn Mello (an Associate Director at FINRA).

I asked her a couple questions regarding the short sale data that is published on The Reg Sho Daily Files List. She explained to me that the short sale volume is the total short sale volume that is collected for that day. Every trade that is recorded as a short sell (whether it be legitimate, naked, or otherwise) is grouped into that total.

Couple Specific Questions:

I asked her if regular sell orders of the stock were included in that total? She said "no, only trades that go through as designated short sells are included in that total."

I told her that some stocks showed short sale data in excess of 50% of the total volume traded for the day and how that seemed somewhat ridiculous to me? She said, "all I can tell you is that the numbers that are reported there are the numbers that we pull from the ticker tape as designated short sells, any trade designated as a short sell gets added to the total, so the total of that amount is what we report on a daily basis."

I hope this can help clear some things up on this issue.
