At this point I have 2 theories on the naked shorting:

(1) several funds/investors know the true value of the Tronox common and are shorting it to accumulate as many shares as possible at or near current PPS.

(2) someone associated with the bondholders or company is shorting it in order to weaken the bargaining position of the equity committee, rationale being that the higher the PPS, the more leverage the equity committee has in negotiating a settlement.
