IMO, putting in a bid, then turning negative is quite normal behavior for a buyer. I agree with Todd that Simon did not have to go public, just make a decision; however, because he has not made a decision, really means that he still may make a decision. I agree that he is also trying to bring down the stock price to prove his point.
