I stand corrected.

However...providing service to 900 million consumers does not sound like a "pilot project" to me.

I believe there is a play on words in that particular statement.

So lets go with the intention of providing service to 900 million people...I would think there would be lots and lots to report on a project of that size every week let alone monthly.

I worked in the construction industry for years, project managers had DAILY reports that laid out there progress...they were mandatory.

So...one would think after several months there would be some significant progession to report on.

I'm just sayin'.
