If I am correct they got the money and didn't purchase a ship. The deal was not consumated so they have more shares and more capital to use to strengthen the balence sheet or whatever. This is certainly not a short term holding IMHO. Day rates are climbing and they are in great shape to pay off their debt with cash flow. $1.50 soon when the continuation of the shipping run continues on Monday.
