What? Have you ever developed land? Just because there is "open farmland everwhere" does not mean one can build a large manufacuring plant on it. It is called Zoning. Especially in Canada, the city has alot of power through zoning laws to control development, and that is how environmental groups can block such developments (as is this case). I do find it ironic that an environmental group is blocking the building of a green technology recyling plant. odd.
