Not if the ask is .0007! You must place your bid (buy order) at or above the ask. A good broker will get you the best available price. But bet with your head, not over it, and make a decision as to the maximum you will pay, hence the term limit.

Example:

Bid .0003 Ask .0007
If you put your order in at .0009, you're sure to get shares at .0007 or .0008 or possibly .0009 unless the market makers move up real fast (and I saw that happen too but there's a ton of volume here you should be able to get shares).
