You could just as well look at it from a differnet angle.

What if they recommence producing copper et al in higher percentage concentrations and greater quantities, just by getting the process right in a month from now when the price has risen 20% ?

Would that not be better than producing it now? when right now could be higher cost per pound to produce and not as much.

I am not saying this will be the case just a contary view.
