OK, I got the answer. Both are correct.

Roger pleaded guilty to a felony.

BP7027.3 1 FRAUDULENT USE OF CONTRACTER'S LICENSE NUMBER

On 10/16/2002 there are notes indicating it was changed
to a misdemeanor.
There apparently were several, emphasis A LOT, of charges originally charged in this case. All the others disappeared
under the plea.

So, officially: Misdemeanor is the end result.

The news story reference may have been done prior to the felony
conviction being reduced. So both are essentially correct taking
into account time differences.

Maybe the reduction is as a result of paying back the monies he took from his victims.
