Anytime you exchange money, the bank or money exchange institution has a mark-up.....if the dinar revalues @ $1.00, I think it would be hard to say no @ .79 cents, if in fact, it is a 21% spread at the time.....
Here is an email I received late this afternoon.....it appears that you do not have to have an account with TD to exchange the dinar....

I have just opened an account in Vermont. I have been told the TD Bank does currency exchange with the Iraqi Dinar. Can you let me know if there are any fees associated with exchanging the dinar? I would imagine I would bring it to my local bank here in Vermont.
