There's plenty of interest, orders are not getting filled. Takes hours in some cases.

Most of the people claiming to have buy orders in are actually selling. If you can't get filled, raise your price.


Furthermore, there are MM's, they just aren't visible. But they report the short interest every day, don't they?

Invisible MM's illegally making a market without a 15-211? They execute trades and report the shorts created by that process, but they don't quote it.
