Earlier this month, GovCon Wire reported on Stanley, Inc.’s contract with the Department of State, Bureau of Consular Affairs. Under the award, worth a potential $2.8 billion, Stanley will compete with one other company for task orders to “provide business process support services for both non-immigrant and immigrant visa-related operations at U.S. embassies and consulates abroad.” These include providing pre-application appointment and fee-collection services to visa applicants, and providing management information regarding those customers to State.

George Wilson, executive vice president for strategic operations and a member of the board of directors for Stanley, Inc., said that the contract continues Stanley’s relationship with DoS CA.

“This award affirms Stanley’s business strategy and demonstrates the confidence and trust our customers have in our ability to consistently deliver the highest quality products and services,” he said.

Stanley is able to bring significant resources and skills to bear in completing the contract.

“We bring business process outsourcing services, robust IT solutions, biometric capabilities, and critical subject matter expertise to the contract,” Wilson said. “There is a significant IT component. Many aspects of this worldwide solution will be standardized for efficiencies, quality assurance, and security but the client-facing solutions in each country must be tailored to the social, political and financial environment of that country. This effort is much more than a staffing solution and attracted the attention of all major system integrators.”

Stanley will use industry-leading program management knowledge and innovative solutions to provide the best applicant experience possible throughout all phases of the visa application process. “[We need] to be applicant-centric. Each time an applicant interacts with our systems, or a Stanley or subcontractor employee, we are measured on the quality, accuracy and timeliness of our service. We want to provide the best service possible,” Wilson said.

“The Department of State has defined and organized the services around the world into about 20 or so tasks. Some tasks cover a single country but the majority of tasks cover multiple countries. We expect to see these tasks issued and awarded over the next 24 or so months,” Wilson said.

The task orders have already started. “They have already issued their first task order, this past Monday, right on time, for Canada operations,” said Wilson. “We expect to see task orders for Mexico and West Africa next.”

According to Wilson, the next few years will be busy for Stanley, as they look to secure forthcoming task orders.
