I'm seeing it too. I'm watching the server closely. What I noticed was that the valley comes first, then the peak. I'm going to call the ISP to see if they're having short outages. Just long enough to stop traffic reaching the server without timing out, then all of the backlog slamming into it at once.

I just temporarily disabled auto-refresh on Favorites and Board to see if that helps. This is ridiculous.
