Let the "nakeds" play with each other.
Just allow derivatives of the shares to trade in its own market, zero strike perpetual option without size limits. Then everyone that wants to short can do so as long as there is someone willing to take the other side and given that the pricing can move independently of the "real shares" that should work.
It seems to me that it is time to eliminate shorting completely and let the economic side take place in where it belongs in a derivatives market place.
