I think that was an unintended leak. That 30 billion is what I bet they know to be above A>L. jmho. What else could it be? It may be a flexible number, but I bet they did NOT pull that out of thin air. Remember, (it is presumed, because it is not official)the person was not supposed to be talking to the press, otherwise they would have named him, he'd be in PR, etc.
