DOE, or whomever, approvals will be required only for the US market, of which Lawrence Livermore Labs said:

The total world market is at least double that.
My guess is that the approval process in the US will be longer (and entrenched opposition, like GE, greater) so they will concentrate on foreign sales first.
The nimrods in the DHS probably won't do something until after a container incident.
Regardless, when you run the numbers, $10 is nothing.
