They track them all. Check the file yourself.

Do a find on BEDA once you have opened the zip file....

The last column is the price. BEDA trades under a .01 per share so the field is filled with a period. People miss this data issue so they look and never see a stock under a penny.....that is the issue. People do not know what they are looking at is the real issue.

Two excerpts from the SEC.GOV site. The link is below so you can read through it yourself. But all FTD's are tracked regardless of price. They make a note that they cannot track the price under a penny so they just substitute a period in that case.

When the price is not available or is less than a penny, the field is filled with a “.”. Even when prices are included in the data, we cannot guarantee that this price matches closing prices available from other sources.
