I'm sorry to inform you of your erroneous assumption once again. Read the last page of the EPA report. Now don't just scroll down a couple of pages, go all the way to the last paragraph where you can see the power the EPA holds over this process. You need to do more due diligence and less attacking because you learn when you read and then you can open you mind to new options.
