I realize that...they say in the cc that they are buying back 2% or about a billion shares. So I assume they are buying back 1 BILLION shares
SOOOOOOOOOOO what they mean is that they are buying back a percentage of the total shares authorised which in turn will come out of the OS as a larger percentage...
If they said they were buying back 10% of the OS it would come out the same...I have no idea why they didn't put it that way.
