They've built a demonstration facility, doesn't say the PBR is even built yet. Based on Dennis' email, it sounds like there will be at least two PBRs that they demonstrate (likely several more than that I'm sure).

"The Woodlands, TX, United States, 03/11/2010 - National Algae Association is pleased to announce that construction has been completed on a commercial-scale photobioreactor (PBR) demonstration facility."

As for the intent... I think they want to to prove this technology is commercially viable. It's the mission statement of the NAA...to promote algae as a commercially viable solution on all fronts. Lone Star wants to be the educational institution associated with this emerging technology for obvious reasons - it could put their college on the map in algae research/technology.
