1) YA's 52%
2) which also provides a quorum (stated as needs to be one third)

Our vote does not add up to 93%.
In your example, it does seem fairly obvious.

But in our example, these people are controlling the majority already.

And if I read it correctly, abstained votes will be voted as the proxy agent sees fit.

Oh yeah, let someone else control your vote LOL.

And due process, IMO, will show more respect for the voice of resistance as opposed to the voice of 'absentia'.

sorry - just not buying it - under these very paricular (YA/Neom) conditions.

You have an issue with due process, contact your politicians, ombudsman, whomever is best suited.
But don't waste your vote in hope someone will interpret your absentia correctly.
