One way to help kick start this is to be proactive,

Make a few calls to the local police department and inquire about non-lethal weapons.

The best person to get in contact with would be the Lieutenant of Operations. They know the distributors who bid on the supplies and equipment. Once you have that give the distributor a call and spread the word. Cheap advertising and something LEI appears to have a problem executing.

Aaaand it beats the hec out of watching the paint dry if you know what I mean.
