Not one single thing you mentioned has anything to do with a lop.

A lop is done for one single reason and one reason alone. It is done to remove the results of high inflation. Iraq suffered high inflation during the 80s, that turned into MASSIVE inflation during the 90's. During that time their money supply went from about 30 billion to about 30 trillion now. A 1000 times increase.
A lop is to reverse those inflationary numbers. That's what removal of 3 zeros means. They will reduce there money supply back to about 30 bilion by doing a 1000 for 1 exchange.

No country ever has, nor ever will suffer from inflation like that and simply reinstate the value of their currency. NEVER EVER NEVER!
MANY MANY countries have used redenomination (same thing as lop) to reduce money supply which allows them to reinstate the value of their currency, and that's exactly what Iraq is about to do.
