Same reason, they are both confused by the names and it's not an unusual occurance. They both take what they find filed with Edgar/SEC and put the filings where they think it's appropriate, perhaps it's done automatically by some program that searches Edgar, then plunks links to the filings in under all the company names that are very close.

National Steel COMPANY is a foreign issue, proper name is Companhia Siderurgica Nacional and the English translation, as shown in their filings is National Steel Company. It's ADR's which equal one share, are also quoted on the Pinks under the symbol SID as well as on the NYSE also as SID. Their CIK filing number is 0001049659.
