That is exactly what many new investors do not understand.

a stock worth .000 1 is basically worthless to start with.

But if someone gambles $1,000 to buy at .000 1

and a COE Reverse Splits 1 for 100, the PPS goes to .01

then it usually (most of the time) sinks to .009

and in a few weeks to months to PPS is back to .000 1 or so

so the $1,000 "investment" is then worth $10

Therefore, YES, .000 1 CAN indeed go lower !!!!!!!! ............ GLTA
