Under your application of the definition of insider trading, the buying and selling of a stock as the result of a company stating that it will do anything on a date would be insider information... the buying and selling on release of the timeline for the HOSS deal was, under your definition, insider trading. What you are saying is that a company can never release a timeline on anything because people could buy and sell in anticipation of the pre-announced event. Companies put out PRs every day saying that they are going to do something on such a date or that they anticipate some project or event to be completed by such a date... that is what PRs are for.
